Looks like this is what the entire FOTA agreed on but nothing has been made official yet. But reading around on this topic there are some doubts about Toyota will submit the entry. The deal among other things also includes all the teams commiting to F1 until 2012 and if Toyota as rumoured is contemplating to get out of F1 anyway that commitment may be a problem for them:
