The most interesting is the budget cap rule. Teams will have option to sign up for voluntary GBP30 million budget cap in return for less restrictions. What is the budget figure?

Max Mosley: Provisionally it will be £30 million per two-car team per season (currently €33m, or $42m).

How can you possibly run a Formula One team for that sort of money?

MM: It has been carefully costed. What does the cap include?

MM: Everything except the motor home (if the team has one) and any fine(s) imposed by the FIA, Can You Chew You Synthroid. Could a cost capped car win a race or even the Championship?

MM: There is no reason why cost-capped teams could not win races. The massive and highly organised unlimited-expenditure teams are perhaps likely to do a better job of going racing. We understand that FOM will pay the cost-capped teams on the same basis as other teams and will also provide $10 million plus the standard transport package for the 11th and 12th teams starting in 2010.

    No offence Max. but please god retire before you make this any worse!!!!

    Tehre are some good ideas in there for usre, but in the overall picture. he is outright killing the sport. I can’t really see many teams agreeing to the budget cap. Well there will be a few (in my mind) but not many that is for sure.

    Every time i think the FIA and FOM can’t make it any worse than they already have, they take it to another level and stuff it up even more! Killing a great sport, piece by piece, wish they would stop breaking what once was a sport that worked just fine!

    I did not see too much positive response to this and I am not surprised. This whole is thing is ridiculous. This may all turn out to be simply an opening gambit in brand new chess game between FIA and the teams. Mosley has been saying for a long time that the teams do not go far enough in cutting costs, so some shocker like this was coming. This is the strategy he has been using for quite a while – come up with something totally mad and later make the teams settle on some compromise (perhaps on something he actually wants them to settle on). Just remember the standard engine supply idea. He actually went as far as choosing the winner of the tender. So now F1 has Cosworth V8 as a standard engine available to anyone, just no one is using it as the manufacturers agreed on supplying engines to independents “cheaply”. Perhaps what Mosley wanted in a first place.

    Now he comes up with this budget cap. The amount is rather low and I can’t imagine anyone running a team on such budget to come up with competitive car no matter how much freedom will they get. Mosley’s intention may be to send out strong signal to the teams that this is what one day will happen, will be compulsory, FIA will be able to police it, so better get used to the idea. Then one day FIA and FOTA will agree on workable level of that budget cap, and things will go.

    Difference this time however is, that the budget cap combined with more development freedom is already a reality, it is a rule. That means a team run this way can compete next year. If that works, Mosley will have strong argument againts the big spenders. If it does not, what will he care ? He will tinker with the rules again … Mosley has nothing ti loose, only the current F1 teams …

    I may be one of the few, but I like the idea. Unfortunately, I do not think it will be managable. F1 has been a sport with teams “bending the rules”. This just opens the door for more of that.

    If I was one of the low budget teams, I would spend heavy this year to develop many of the areas where restrictions have been lifted, then go under the cap having done much of the development. I can see Williams and Renault playing that game next year.

    Good point on the low budget teams spending and then capping. The other point I find interesting is the manufacturer teams surely want to steer away from a cap. At some point in this recession their bosses the auto manufacturers themselves may just like this cap.
